Not sure if this was ever asked but what it ever confirmed how it was remastered in HD? Did they rebuild the show from scratch and upscale the effects or did they just remaster the film master? I imagine it could be the latter if they had the Season 5 out of sync issue with the intro.
 
So most likely they remastered the film master especially since the Season 5 sync issue is present. It's interesting because I have been told elsewhere that Universal went to the trouble of rebuilding shows from scratch like Airwolf and Miami Vice. I did ask this person about QL but he didn't know.

They might have, but I get the feeling it may have been a rush job. I got the Mill Creek version and to me, and I could be wrong, they look more upscaled than truly remastered. Also, it’s odd that there were no subtitles and not even cursory special features. Still, looks way better than they do on streaming.

You're right. Mill Creek is a budget label and they don't go to the time,effort and expense on their releases that more respectable companies do. Criterion does fantastic jobs on their remasters such as "A Face in the Crowd" with Andy Griffith.
Mill Creeks Rockford Files bluRay suffers from grainy terrible images in dark scenes in some episodes and there are audio defects. It's honestly a crime that Universal Studios didn't take care and issue it themselves since it was one of their best series ever.

Not sure they did. They may have a film master which was remastered. I say this because the effects don't look to have been recreated. I do know for the other shows they went back to the negatives. For QL they probably used the film masters they had.
